INSUFFICIENT_BALANCE

When it happens

The prepaid wallet balance is less than the delivery total.

How to fix it

1. Fund the wallet (POST /wallet/fund, or Fund in the dashboard), then retry with the same Idempotency-Key.
2. Set a low-balance threshold in the dashboard to get the wallet.low_balance webhook before this happens.
