Creating a draft from Lagos to the FCT (Abuja), with both addresses verified. Inter-state delivery is not available through the API. A quote returns it as a reason.

A quote returns this code as reason.code in a 200 response with available: false. That is not an error: leave Reeds out of that checkout. See Quotes.

How to fix it
