SERVICE_UNAVAILABLE

When it happens

Reeds is overloaded and shed the request (any endpoint; the response carries Retry-After), or maps or payments are temporarily unavailable. Nothing was done.

How to fix it

1. Wait for the Retry-After seconds when present, then retry with the same Idempotency-Key.
2. Without Retry-After, retry later with exponential backoff.
