SHIPPER_REQUIRED

When it happens

A platform account created a delivery without shipper. A platform ships for its merchants, and the merchant's name is what the receiver's text messages and the label show.

How to fix it

1. Send shipper with the merchant's business_name and phone, and your own merchant_id for it if you have one, with a new Idempotency-Key.
